A film about the eternal struggle between good and evil, law and banditry. The film's central theme is the debate over whether it's possible to defeat lawlessness through lynching by one of the mob.

The main characters. Major Igor Grom is a principled police officer who believes that criminals must be punished according to the law. The Plague Doctor, on the other hand, kills corrupt officials and wealthy individuals escaping justice, ostensibly under the guise of purifying society. Behind the noble mask of a fighter against evil lies a common, insane tyrant who values himself above human life.

Amidst the dizzying backdrop of events, some of the most famous works of art flicker by: in Sergei Razumovsky's office is Sandro Botticelli's painting "The Birth of Venus," the modern art statues "Silence is Golden," and the Great Frieze of the Pergamon Altar (a fragment of "Athena and Nike in Battle with the Giants").
